I would love to know where you heard or read that one! One should never say impossible, however I think this one is a bit remote.
It might be more interesting if you perhaps put a source for this type of query in future, it might be easier to follow it up.
I found a reference from Australia which really only mentions it to discard it! (http://www.cancercouncil.com.au/editorial.asp?pageid=252). The trouble is everyone is so keen on making it impossible for them to get sued, that at the same time as saying they had no effect it suggested if anyone were worried they should sleep with them off. This covering suggestion is probably all it needs to feed the paranoia of the paranoid!
Its a sort of 'Chicken Little' syndrome, almost everyone is running around saying the sky is falling and no one is prepared to say it isn't, in case it does and somebody sues them!

whoever told you that is a few sandwiches short of a picnic
there is a risk with sunbeds and tanning machines though but it depends on how often you use them anyway Heat pads can be used in therapy for painful joints etc
Heat therapy involves exposing part or all of the body to high temperatures, usually to enhance other forms of therapy (e.g., radiation and chemotherapy).
