If you have committed a crime or owe the tax man etc there aint no stopping law enforcement. Don't imagine for one moment you are out of reach just because you are in different country.

You can be traced as many of the debt collection agencies are now in the European countries, I put into Y! Search....debt collection agencies in Europe...160,000 listings came up, they can track you down, I used them in the opposite way, to clear an old UK debt from Spain, I went through to the office in Madrid and got everything sorted very quickly, it only takes a 'helpful' old neighbour to say you've gone to Spain and then they begin tracking you down again, don;t forget here passport numbers are used constantly, and once you have an NIE fiscal number, you're in the systems, easy to find you,.....put in debt recover in the EU, comes up with 176,000 entries....its worldwide.
There is also the issue that many of the Spanish banks have affiliations and shares in the UK banks, many Uk banks are here in their UK form, so if Nat West ahve you on file, its possible that when opening a bank account here, you could inadvertently come to one of the banks that has a stake in Nat West, one bank does but cannot recall who it is now

Experian operate here, all bad debts here are listed there and Experian actually write to tell you you have been added and the Debt collection Agency I mentioned earlier was Intrum Justicia, who are Swedish in origin but operate worldwide

The CCJ will be issued against your old address in the UK.
The debt collectors will not be able to trace you, although if you have Fraudulantly obtained the money, then you will have the police on ur case.
But back to your question, You could move to a different town in the UK and you would be very difficult to trace, so moving overseas, would make it nigh impossible for your creditors to trace you.

Got http://www.debts.org.uk if you're unsure about a debt in another country. They MAY even be able to write off your debt for you.
