defrost the meat first.
put it in a preheated HOT skillet with olive oil for about 1 1/2 minutes per side then put it into the slow cooker.
Use the hot frying pan to fry eggs for breakfast and after you finish breakfast get the pot roast going in the slow cooker.

That really depends on a few factors,
There are four safe ways food should be deforsted.
1. Running water 2. Microwave 3. Fridge 4. by cooking
Cooking it should be safe but how you store it in the first place in freezer really plays a big factor.
If it is not wrap up good and it sits on the bottom of the freezer, and you store other things above could leak onto it and if its things like fish, seafood. It can cross contamniate and also it will taste foul.
I would running it under water for a bit and try break off most of the ice.
Remember, if you freeze food, wrap it up good so it will be safe and keep a better self life (freezer burn).

It is absolutely okay to put a frozen roast in the slow cooker. I have done this many times. I went to a safe food handling workshop and the Public Health Inspector said slow cookers are safe.

Generally it should be thawed out first, but I've had situations where I forgot to take the meat out and had to do it frozen. It is possible, but it will take longer to cook. You'll have to use a meat thermometer to check for doneness to your liking, but other than that, it will be fine. I'd say 4-6 hours on high should do it. Just add some water or stock and cover. You should bring it to or at least near room temperature first, as you should with all meat.
Staring it frozen can actually pose more risk because it will take longer for it to cook all the way to the center. You also run the risk of overcooking the outside before the center is done.

sure, just add alittle water, not too much. I say on high at least 1 1/2-2 hours. If you have a microwave, use that if your reheating.
