Sounds like they are bonded more to each other than they are with you! You need to have them with you as much as possible so being an outside dog is wrong at this age! If you make more of a fuss with the male the female will soon want a share of the attention and join in! Give them both individual attention too! She will soon start maturing so I hope they are neutered and spayed, because she could come into season soon and they should NOT be allowed to breed! The relationship is far too close!

It's good that they have stayed together but just be careful because dogs are very 'pack' orientated so this could be quite scary if not fixed sooner rather than later!
Anyway.. The male seems to have taken the 'pack leader' stance, it'l just take a bit longer for the female, give them time and just don't rush them. If poss then leav the door to your house open so that they can come in when they want or feel ready and when the do come in don't make a big fuss, it might scare them again, just let them come round in their own time, let them sniff and leav their scent, every so often set a wee treat down and call their name then stand back again. Once the realise that they are allowed in and they are part of your family, and fingers crossed they'l see your as part of their pack but whatever you do, don't let them think that the rule the show or problems really will kick off!

Are the dogs puppies or adults? Is the house you refer to a puppy crate or a dog house ?
If the dogs are puppies, they do not belong in a crate or dog house in the first place. They will not learn proper social skills being crated or housed for long periods of time. Puppies need to be around their owners as much as is humanly possible because the puppies need to learn to accept you as a member of their pack and to recognise you as alpha dog or pack leader.
I'd suggest if the dogs are puppies get rid of the crate or house.
Get a baby gate (the kind you use to keep toddlers out of stuff.)
Put the puppies in the kitchen. Get some puppy housebreaking pads. Put the pads on the floor. Put down some food and water.
Get them used to being around people.

It'll take time give them a little while longer. Make sure to give them alot of attention and pet them while they eat so they can get used to you around their food. It might take months, but eventually they should get used to you. Whoever you got them from might have not treated them so well. Take them out for walks and get the around other people and dogs. The park would be a great place to take them.

Yes, I do agree you need to socialize them more than leaving them outside in their own dog house especially while they are young and you just got them. You might want to bring them in one at a time and work with it alone also, if you have any problems working with them together. If your not going to work with them just having them inside around people will help to socialize them. I would do this before you run into any problems later on.

They are just a little afraid and need time to adjust.
I had the same problem with a dog I rescued. He was beaten though.
I just ignored him and didn't try to push it. I carried a snack purse with dog kibble and he knew it. He would have to come to me to eat. (this lasted 3 months).
Now he follows me everywhere, he knows the property and keeps strangers away.

congradulations you just bought puppy mill puppies. or dogs. They are usocilaized. They need extra care in being kept a part of the family. in the family bed!!!!!! They can learn to love but only if they are loved.

They need more love. I agree they should'nt be kept out side, this makes them feel like they are sepatated from the rest of the family. Give them time and they''ll soon come out

sounds like they are very scared. but since the male is getting used to you and is not as shy dont try to stick your hand in other wise if the sister is scared then he will defend
