Peanut butter will help in the same way as mineral oil would help ... lubricating the gum so it slides off the hair more easily. Using an ice cube is good too, but only if the gum is in a spot where the ice won't freeze the poor dog's skin if applied! The ice would be held on the gum until it gets hard and brittle, then break the gum away.
Do NOT use scissors, unless the gum is FAR from the skin. There is far too great a risk of cutting the dog's skin that way. If the gum is too close to the skin and the other remedies have not worked, go to a professional groomer (or your vet) to have the gum shaved out by someone who is accustomed to working with these types of situations. Best of luck!

Put an ice cube over the gum until it is frozen. It will then be much easier to remove.
