This used to be a way of checking the taxation class of a vehicle.

'L' was Private Light Goods (cars and vans). 'H' was large commercial vehicles. 'P' was buses and coaches.

If the validation character on the tax disc didn't match with the one on the registration document, you were in trouble.

It depends on it's location in the sequence. Your VIN shows the make,model,interior specs etc. To find out, contact your states licensing office and they can tell you the break down of what each letter means. Good luck.
