Yes they can and a Police Officer can arrest a US Marshal. It all depends on the jurisdiction and the crime committed. My department just recently arrested two Marshals. One for DWI and the other for PI.

Any Law Enforcement officer, Fed, State, or Local can arrest anyone if they have probable cause or a warrant (just to keep this simple). As my colleague stated Marshals are arrested just like anybody else and so are the FBI, State officers, local police officers, and politicians.
