If you kill a house dog your subject to fines and imprisonment, but if it is a wild dog that comes on your property...shoot to kill??

Yes they fall under the protection laws. Unless you are in physical danger you may not kill a dog. Just call animal control and have them remove the dog.

By that reasoning, we can shoot to kill any homeless person who happens to come on private property.

Cruelty to animals is cruelty.

Only if you have livestock that they are harassing. Take my word for it any sheep herder will shoot your dog if it even looks their way.
