I am guessing the question is "can I send another person to switch my license plates over",and the answer is no,of course not. There will be forms to be signed only by the registered owner, the odometer disclosure must be completed by the registered owner also. If there is more than one registered owner, then all have to go to license the vehicle,all signatures would be required,original signatures,no photocopies.

You have to go in yourself. Same state, or a new state? I had to show my Driver's license, registration and proof of insurance.

i think you will have a hard time convincing dmv to let a third party (unless they are listed on the title or reg.) do any adjustments to you vehicles license or registration.
