Right now I am a sophmore living in the state of Georgia with a gpa of around 3.2 and I havent taken my ACT or SAT yet. If I take care of those two tests, do I have a better chance of being accepted to OU because I live out of region in Georgia, or less of a chance?

Hi, I am at OSU.
I know that if you have that gpa and do well on the ACT or SAT you will have no problem.
Even though you are out of state, there will be no problem because your grades and test would be great.
The only problem would be tutition. The first year you pay non-resident tutition. Once you establish an address here in OHIO you will be considered a resident. You would have to have a p.o box to send ALL your mail to like magazines and other items. Then you would have established residence. email me if you have any questions about that.
