Neither one. Jesus said in the book of John chapter 18 verse 36 his kingdom is no part of this world.
The kingdom,government, Jesus is talking about will bring peace and destroy all the kingdoms here on earth.
His kingdom is an everlasting one never to be brought to ruin.
