Yes, the same city.
Leuven in the flemish name and Louvain is the french name; as we speak flemish in the north, french in the south and a little german in the east of Belgium.
In Leuven, they speak flemish. (Which is actually dutch with a different accent. A bit like american english and british english...)

There's also a Louvain-la-neuve (New Leuven, but in this case only the french name in being used) and it's french-speaking. Here's the story...
Leuven has one of the oldest universities in Europe, founded in 1425. Until 1911, most classes were given in french, as that was the language of the rich and noble at that time in Belgium.
In 1936, they switched to bilingual classes, as Leuven was in the flemish speaking part of Belgium. In the sixties, most classes were in flemish and most students were flemish-speaking, but there were still some french-speaking activities.
In 1970, the university was split up in a flemish part and a french part, due to the political&nationalist conscienceness of flemish people. The flemish got the university in Leuven, and for the french they built an entirely new university, in an entirely new city, Louvain-la-neuve. Each got half of the extensive library (Even numbers for Leuven, odd for Louvain-la-neuve).

It sounds quite absurd, I know... ;-) That's Belgium...

Beautiful city' smal but charming and a lot of students.

No "mether" what language you speek sombody wil speek it over there.
