The spindle spacing (BY LAW ) must not exceed 4 inches. Prevents toddlers heads etc...
Generally, with the 'DIY' style bannister kits have a groove in the base rail, which takes the square of the spindle. This is reflected in the handrail. The spacing is achieved by thin sections of timber that fit into the base/hand rails to hold the rails in. Thus, there is no need for a 'Spindle spacer', simply cut all these thin sections to the same length (dont forget the mitre) and you have evenly spaced rails.

You will have to work it out , but remember the largest gap in the U K is 100 mm between spindles , I find it easier if I position the spindles in there run and Davide the space until I come to a solution which is legal

I've never seen one mate.
I just used a block of wood cut at an angle at each end.
The bottom spindle normally ends up with only a tiny gap between it and the banister post, but even the pro's end up with that, unless your prepared to sit and exactly work out the thickness of each spindle to the thickness of your spacer etc.

If they fit into a groove in the bottom of the rail then you just cut equal length spacers to fill the rest of the groove in between the spindles.

Along with stone, mud and animal parts, wood was one of the first materials worked by early humans. Microwear analysis of the Mousterian stone tools used by the Neanderthals show that many were used to work wood. The development of civilization was closely tied to the development of increasingly greater degrees of skill in working these materials.

There sure is, they call it a tape measure, it's available anywhere, it's accurate as hell, completely customizeable and works awesome. There will always be a slight difference due to the ability to 'drill' perfectly spaced. The tape gives you a good start and no-one will see the tiny discrepancies... Good Luck!
