Firstly, don't forget dogs like to play... A LOT. So maybe chewing your leg off is his way of playing with you?? Otherwise, I'd say he's jockeying for position as #2 dog in the pack, and is unsure of your position. If you feed him his meals regularly, and control him, then he's going to learn that you're #2 dog, and he's #3!
I've been told that you need to feed him his dinner, make him wait before he can eat, and you should be able to remove his dinner bowl while he's eating (without getting your arm taken off) - these are all signs of dominance over him.
Watch the more subtle dominance signs too - you should stop playing with him before he gets bored playing with you. You need to be able to get up off the couch if he's in your lap when YOU want to, not when he gets up. Stuff like that.

Dogs travel in packs. The dog may consider an outsider. They also have a picking order. If you the last one in you are on the bottom of the order. When your boyfriend spends more time with you than the dog it may feel jealousy. When I deal with my multiple dogs I remember to care for them in the order of arrival. IN your case do not pay attention until he or she is in submission to you, not you to him or her. IF this relationship is to progress beyond boyfriend and girlfriend you also become master not an equal. You might want to check out the dog channel on cable. My mom watches it and says it teaches her a lot. She has five dogs.

i think you need to exert subtle control over the dog, if you arent living there then it will be tough but if you are the bes advice around is
become the person in charge of the dog, from what and when he eats, to being in charge of potty breaks, treats, toys snacks, anything good in life MUST COME THROUGH YOU
as he minds you more and more, then let the BF become part of the deal too but you need to establish that all good things come from you
my own rottweiler will wait to be fed by me instead of my spouse, and wont get out of bed to go potty until im up, i push her out of bed and lock the door if im sleeping in, just so she doesnt control the order ot things

He's jealous of you, most of the time. Chihuahuas are tempermental anyway, bring doggy snaks and keep them in your jeans or pant pockets. Most dogs if you feed em will love you to death!

it was your b/f's dog first and he might be a little over protective. i went through this with my fiance's dog a newfoundlander. she didnt like me when he was around and when he would go out she would come to me. after my fiance had an out of town trip and i got stuck with the dog she warmed up to me and now she is more my dog than his. or his dog is crazy.

you are taking away the attention of this alpha dog. you are also considered his equal.
spend some time with the dog, bring it treats and make it use to you. do activities with him and the bf. that way it knows that you arent trying to take away daddy but be part of their lives.
