"How low can you go?" LOL it's sweet in a way that you're that concerned...are you also worried when she goes to the gyno and what about having a baby? Just curious! ;)
(To the person who answered above something about "the hair line" ...all I can say is...WHAT hair line?!!! :P) I have a waistband tattoo that dips very low in the front. I know that my artist could see my entire world...and it didn't phase him one bit. Yes, him! The lowest part of my tattoo is about half an inch above 'the goods" and when I got that ink done, my jeans were around my ankles! He was very polite and professional and even opened up the shop 3 hours early so other customers wouldn't be walking in seeing me in all my glory! And don't even get me started on the sensations of the needle THERE!
I really wouldn't worry about it, honestly. If she wears a bikini to go swimming or tanning or something and you're ok with that, have her wear that under her clothes to the tattoo shop and say "it can't go lower than this". Problem solved! :)

Get an artist who's ethics you trust. Going to a tattoo artist is like going to a doctor. It is assumed they will see parts of the body usually forbidden to others. If you don't trust your tattoo artist, find another one you do trust. If that's not possible, then your only alternative is to take up the art of tattooing and do her tattoo yourself.

Honestly....the tattoo artist is looking at the body just basically like an art canvas...like how a doctor is looking at a body as...well...a body...they are not getting aroused and not trying to sneak peeks at their customers. If you're that concerned about it, then have her show you where she wants that tattoo and you can tell whether you can see her "goodies" or not. A tattoo artist is a professional just like anyone else though...

I would say around her navel if you are that worried about it. Tell her to get it on another part of her body if you are seriously that concerned about what the artist will see. Most bikinis provide ample room to get a tattoo with out the view

No offense, but lay off a bit. The artist is a professional and that means (s)he's not trying any funny stuff. As an artist, (s)he does his/her job and that's that. (S)He's probably seen a lot more genitals than you think, its really not a big deal. If it sets your mind at ease, go with her to get the tattoo. It won't be so bad, trust me.

A tattoo artist could care less about looking at body parts. He is more concerned about doing a good job. He see body parts all day long. I have on below my navel and while he was doing it he was only doing his work. We just talked as he was working . Nothing embarrassing.

Why don't you just get a marker and draw a line as to how far your are willing to "allow" your wife to be unclothed? Then the artist can tattoo above that. Seriously.
