It will hurt more on your foot. Because the skin on the hip is very, very thin and close to the bone, it will not have as many nerve endings. It really hardly hurts at all.

I believe the foot would hurt more because the skin over the foot is thin and tight.

Common sense would dictate that it would hurt in an area that has less fat, but a friend of mine got a tattoo across her lower back (yes, a tramp stamp, lol), and she said it hurt more on the outsides of the tattoo -- over her more fleshy parts.
Then again, pain is relative. What hurts like the dickens to you could be more of an annoying pinch to another person.

Take it from a girl who has both-- the foot hurt 10 times more then the hip. However, the closer you are to your buttocks, the more it'll hurt. As my artist described it to me: think how much it hurts to get your buttocks slapped, then imagine your cheeks getting stabbed repeatedly instead. Ouch. :)

I think it would hurt more on the foot, although I'm not speaking from experience, it seems like it would hurt more because the skin on the foot is thinner.
