This does sound like the cat is playing, The owner probably plays roughly with the cat. If you don't like it I would suggest some toys, and other play things. You could use the spray trick as well.
When the kitty jumps on your lap pet it with one hand and ave the spray bottle in the other, If it bites you spray it. Do this a few times and the Cat should learn quite quickly!!
But still play with the cat but only play with it on the floor, and never on your lap. Only spray the cat when it bites you!!

Keep kitty treats nearby so when she goes into your lap gently, give her a treat. Dont' show fear or be afraid. Don't put your hand above her head in such a way that she can't see your hand. My cat used to be really terrible to my dad, biting so hard it would scar, but it took a lot of effort and she's finally trusting him. Most cats will bite because they're hungry, want attention, or want to play. Get a cat toy (like a stick with a string on it) and that should help distract kitty.

Some cats are biters, they do it for attention. I had a biter { grey cat } I use to carry a spray bottle filled with half water and half baby oil and spray him whenever he would bite. He got where he stopped and was very good after that. When he would try to bite just touching the bottle and he would back off and lay quite.

My cat does this...I believe he just wants to play because a lot of the times he is purring while biting me. If he starts getting evil and bitting hard I'll just bite him back.

if she's on your lap - its a love bite not an angry bite. She's just trying to play with you. maybe she is missing her mum. If it bothers you, just gently (!) tap her in the nose and say 'no', then put her down.
After a few times she will learn not to bite. Don't worry - if she hates you, you will know.

wash your hand so that way there is not sense on it. The when she jump up on your la[ she will not smell any thing and then hopfuly you will be able to pet it and it will get use to you and maybe stop bitting, or get a string and play with the cat they like to play with string.
