Can you get a ticket, because really who is going to lug a carseat around while shopping at the mall?

In most states it is legal to ride with a small child not restrained in a cab BUT that does NOT make it safe. Cabs are just as likely to get in an accident than any other vehicle and your child is NOT SAFE sitting in the cab unrestrained or in an adult seatbelt. If you need a light weight, inexpensive seat for infrequent cab rides consider the Cosco Scenera - available for about $40 at Walmart and about 9 pounds. Your child's life is worth the few extra $$ and the few minutes to properly install the seat.

In texas, it is legal to have a kid without a carseat in a cab. However, the best thing to do is to request a cab with a carseat, they are quite commonly available now.

When you call the cab company, notify them. We have been in this situation and usually they will either have a carseat or a van with a built in carseat. Just let them know before they show up.

If you have your carseat with you then you can use it but out of all my years of rideing in a cab I have never seen a carseat in them and funny thing is the law does not inforce carseats in the cab or bus.

ask the dispatcher if the cab has a car seat, or if they will send one in the cab. or you can get one of those booster seats that are less tgen 20 bucks at target or wal-mart. they are easy to transport so you can take it with you.
