That's exactly what it is, an escalation, but because President Johnson escalated the war in Vietnam in a failed attempt to win that war, the Neo-cons decided to use a different word to dis-associate it from Johnson and the Vietnam war.

Because they are two separate things.

They could escalate without the surge, just using the troops that are already there.

The term surge, just means that temporarily additional troops are going for a short period of time.

In this case, they are using the surge in troops to escalate the clearing program in bagdad.

Surge suggests a short term push in troops, which is the plan.
Escalation suggests a longer term overall net increase of troops, which is not the plan.
