Well, if she doesn't know you then walk up to her and introduce yourself. Don't tell her that you like her right off the bat though. Form somewhat of a friendship.
If she does know you then show her that you like her by being interested when talking to her...don't look desperate though.
If she seems interested in you then ask her to hang out with you sometime and get her number.

Well if you are scared to go up to her and say you like her then just write her a note saying you like her and what you like about her.
