Go to the Federal Transit Administration's webiste, it should be something like FTA.gov.
The FTA regulates public transit, they may kick you over to the group that specializes in railroads.I'd also look at the European and Japanese systems, both ahve hi speed rail. I think there are also a couple of private frims, Morris Knudsen and Booz Allen to delve into.

High speed rails in the US is a dead deal. Been dead since the 1970's. To many accidents and to many lives can and would be lost, not to mention the ACLU slapping lawsuits against the rail system. Besides, There is not enough money in the rail system today to warrant high speed passenger service. Personally I love the idea, I have been a rail fan all my life, just like the rest of my family.
But they tried it in the UK and here. Both trains are now in museums. The one in the US is in Tennessee.
