You don't ...no matter how you say it,it is insulting and would hurt their feelings!...you could always say something like oh i heard about this great dentist in the area and was thinking about going to him for some cleaning but don't really want to go to a new place by my self would you want to join me?....then it's not like your telling them they need it it's just saying hey i want you to go with me & do it together, and if yu have enough money u could offer to pay for it.

Bad breath can be a sign of gum disease or outright decay of teeth, both of which are conditions that can badly affect a person's health. What you need to do is tell your parent that you have noticed that their breath doesn't smell good, and that you know that this can be a symptom of health conditions that need treatment if they aren't to become serious. Tell your parent that you love them and want them to be healthy so they'll be around a long time, and ask them to go to either a doctor or a dentist to have the problem checked out.
It may be difficult; your parent may have money problems which you aren't aware of, or may be afraid or ashamed to go see the dentist. If it's been a long time since your parent has seen the dentist, they may know that there are lots of problems that need to be treated and they may be afraid that the dentist will embarass them by asking why they haven't had something done. (Dentists are very tactful and most of them won't deliberately embarass a patient).
If your parent has an adult friend or relative who can help you out, talk to this person and ask them to get after your parent too.
Good luck.

Just be honest. They will appreciate it. At least it's you telling them and not some stranger. Trust me, the won't feel insulted but thankful. If you smell it, then you know others do. So just be like, "mom, dad, I have something to tell. I'm not trying to sound mean or insulting, but I think you have a problem. Your breathe doesn't smell too good." Then be like, "I don't want others to be talking about you, so I felt like telling you." Then you can go on and on about what they should do to correct this problem.
See, that's not so hard right??

Well, first of all, you know your parents too well. Besides, you are the one who conclude that they have bad breath. Your family needs your time and effort to teach them the basic of personal grooming.
Start a lecture class with your brother or sister about the way how to care for personal grooming. And, include the topic of teeth maintainance, proper brushing of teeth, about mouthwash and bad breath.
Make it a point that you will report to your parents personally and suggest something worthwhile without hurting their feelings.
Go on and be frank. There's no use of keeping things in the closet without an answers.

I have a similar problem, my dad smokes cigars, and they make his clothes and breath smell terrible. So I just say "Dad I love you, but your breath stinks." I say it jokingly, but then seriousy, because it makes me not want to be around him or hug him, which is bad.

Smash up mints and put it into bottled water and give it to them while replacing their gum with spearment and winterfresh gum.
