Is your dog neutered? If he is start paying attention mine hate unneutered males especially larger breeds.
Turn him in a circle to by walking in front and around him to distract him don't yell or get tense he will sense your stress and feed off of it.
None of my dogs and only one foster likes other dogs and we are surviving even though they all hate each other and none are crated.

First, if you're dealing with a dog that's on a leash there is usually increased aggression.
I think that if you're having issues with dog aggression with the dog being 2 yrs old then his behavior is established. The only thing that can be done is be aware of his behavior and keep him in situations where this isn't going to be a problem.

Socialization training will help but wont 100% correct the issue. Your dog need to learn his place in your family "pack" and his place while interracting with other dogs - shocking the crap out of him WILL NOT WORK. Some dogs are meant to be "only dogs" but proper socialization training will help. Who's bright idea was it to use a shock collar in the first place - that was a VERY BAD idea.
Think of it this way - if you don't like peanutbutter...someone shocking you with an electrical current while shoving peanutbutter in your face is NOT going to make you like it!
Go to the library or to a petstore and look at Dog Training for Dummies (or a similar book)- it tells you how to use POSITIVE (not negative - which is what your doing now) reinforcement to train.
Your dog has now learned that meeting a strange dog on the street not only makes him agitated - he also gets shocked!
PS - Please don't breed - you or the dog.

We had this problem with one of our dogs. He was fine with the other dogs in the house but not ones he met on the street when would go for walks. The only hting we were able to do because of his size is that we wold walk him with a loose muzzle that way at least we knew that if we lost control of him he would not injury the other dog. Not a cure but a solution.

I had a dog when i was growing up that hated other dogs. Whilst we had her we attempted to get a german shepard rescue dog but our dog just wanted to attack her all the time. When we took her for walks she would growl at dogs that sniff her or anything.
We ended up getting a boxer at a puppy age and our dog didnt seem to mind... maybe because she knew it was a puppy and harmless or maybe because it was smaller than her. After we got the boxer, obviously it grew, and got to be bigger than our first dog. Then she didnt seem to mind other dogs as much. She would growl a little on walks but nothing like what she did before, she seemed to gain trust in other dogs.
Maybe you could try socialising your dog with smaller dogs/puppys, just a few minutes at a time. Always meet in mutual grounds, so niether dog can fight for their territory and always keep both dogs on a leash. Its a long shot i guess but it seemed to help our dog, if by accident!

Ugh - forget that shock collar. That's teaching him that the sight of other dogs is punishing. You want to hook up with a trainer who can help you with positive training to at least tolerate other dogs without blowing up. You can do it but you will need professional help....good luck. just keep him away from other dogs. You didn't mention his breed. Perhaps it's his nature to show dominance and hostility to any other dog. If that's the case, you got the wrong dog because it can't be changed.
