Use a volumizing shampoo. I had that same problem and now I use Pureology volumizing shampoo (it is in the pink bottle) and my hair is exactly how I want it to be! It also helps to use a molding product or hair spray to make it have more volume. If you flip your head upside down and spray with hair spray it will help and if you scrunch it at the roots with a molding gel it helps keep it up from the roots. Good luck!!

Satinique Volumizing Cleanser (shampoo) and the Volumizing Detangler (conditioner) work great and their volumizing mousse. They are salon quality and they are the only hair care system to have Ceramide Infusion sytem in all of their products. They are also very very concentrated so you don't need a lot at all and they last forever. You can't get them in the store though but go to www.adrennan.qhealthbeauty.com and type in Satinique and you can find all the products. I really really recommend you get some and if for whatever reason you wouldn't like it they'll give you your money back no questions asked so you don't have anything to lose. But honestly buy some it works awesome and does wonders for your hair.

Get layers in your hair with some texturizing. Section hair before blow drying. Blow dry the root area really well first, hold the brush there then hit it with a cold blast from the blow-drier, you can also spray a little hair spray at the root area before blasting it with the cold. Use volumizing products..

Also after your hair is totally dry you can use jumbo rollers for more lift and volume.

Try to backcomb a little bit at the root area for cushioning, gives the appearance of volume.

Use volume shampoo or mousse or you could also take a hair straightener or a blow drier and straighten Your hair in an unward way and that will give you some volume on the top

Get a "root perm." This works really good to get permanent volume in your hair. It costs about 65 dollars but it's worth it. Visit a saloon near you! :)
