I dont know what type of relationship u r talking about.
Whatever the relationship maybe the woman will only commit if she likes the relationship.
So it depends on the relationship.

You cannot make people to commit to any thing, that will be trapping and does not work.
People usually make commitment when they are ready.
So after a reasonable time you must talk frankly and let her know your intention and find out her intentions then make a decision, to continue or end a relationship amicably. I hope both of you are 25 years old or older.

hey man there are many kinds of women.
But a simple theory works for all of them.
Be at a distance from the girl you like, keep smiling when she looks at you, If she smiles back at you just go and talk to her and become a freind. Be polite and caring. Then take your further steps
