Where can I find the kits to install an SRT4 2.4L engine into a '99 Neon Sport. Right now it has the 2.0L DOHC Engine.

In my experience it is infinitely easier to just buy an SRT-4 or turbo-ize your current engine (for which there is no lack of parts and info). I currently own an '05 SRT-4 and an '02 R/T and have owned a '95 Sport and an '01 R/T. Even for the 2nd generation Neons (yours is a first generation), the SRT is quite different. Park yours next to an SRT, pop the hoods and compare. If you are planning to have a street legal and emission legal car, you not only need the donor car's engine, the numerous turbo accoutrement's, brakes, driveline, exhaust and so forth, you will also need the wiring harness and computers. You know I can't ans your question, but I have the exact same car. Is yours in good shape ??? Mine, I've had to have some things done, but not a whole lot. I've only got 80,000 miles. Probably the best car I've ever bought.
