You can't, easily. Chocolate (as in chips) contains not just cocoa powder, but also other parts of the bean (chocolate liquor, cocoa butter).

If you have cocoa powder and you want to make cookies, better to just make chocolate cookies (which do use cocoa powder) than try to create chips.

I wish I understood if you are trying to make semi-sweet chocolate chips, milk chocolate chips, or if you are saying you want to make some liquid chocolate like either.
