You should shame her. when something upsets her giggle so that she can see how it feels to be laughed at (it really works). She will eventually see that its wrong and it hurts others and will stop.

idk exactly what to do cuz im only 12
but i think you should get her in trouble and then have
her friends or other kids laugh at her!!
like allot!!
and if her feelings get hurt then tell her thats how they feel
when their feelings get hurt!!
