I know someone who was like that when he was a baby, and his problem was that he became lactose intolerant and his parents didn't find out until he was 3, started talking and got him tested.
Maybe you should talk to your doctor about that possibility. Also try alternatives like formula appropriated for her age, or yogurt diluted with milk or water. There are things like soy milk, but I haven't hear anything good about them recently. Also you could add powder chocolate or any other flavor, but them you could be stuffing her with sugar and artificial stuff, so be careful and very controlled with that.
With my kids, it worked to give them water before going to bed. In that case (and not taking milk) a baby supplement like polyvisol, and including other sources of calcium in her diet may help.
Good luck!

Try putting it in a cup that isn't clear so that she can't tell what it is.

Depending on if she just turned one or not, then this might work too. Tell her that if she drinks the milk she will grow up to be a big pretty ballerina or a princess. We did this with our son and told him he would grow up to be a big strong cowboy (he loves cowboys)

I had the same problem with my oldest son, so I started giving him malt ovaltine with his milk. He loved it and not only was he drinking his milk finally, but he was getting all the benefits of ovaltine too.
