Actually, it depends on the woman's legs. I have great legs and DEFINITELY look sexier in a short shirt (or bicycle shorts) but I know women whose legs are tree stumps and, um, well, pants or long skirts are far, far kinder on them than short skirts.

Because mentally the legs seen ,lead the eyes upwards to what maybe going on beyond.trousers stop that at the ankles unless their super tight ,then the eye would lead from the thighs upwards.ITS ALL IN THE MIND
So trousers worn in the right way can be more sexy than skirts.havnt you noticed more women wear trousers these days,although they probably dont know why their wearing them.
They just know the results they get.

It depends on the woman really because some women have legs that are best hid under trousers!
Men prefer skirts because they are more feminine; show off nice legs and have easy access!

Because you can see their legs and also some guys like the fact that there is always a chance of seeing under the skirt, when the wind blows or the lady sits down (this is usually for younger guys). Mostly it's the legs.

I feel that skirts tend to either look kind of trashy or cheap if they are tight and short, or they are simply just the run of the mill jean skirts that aren't necessarily sexy.

Try maxi skirts with the comparative part slits those can look great you! It doesn't matter if you have long legs or not merely strut that skirt
