When your body gets cold, your brain and cardiovascular systems go into sort of an emergency response mode. Since it is of utmost importance to retain necessary working temperatures for your core internal organs (heart, brain, lungs, etc.), your body will start to shut down what is called peripheral circulation. So, little if any blood flow will be sent to your fingers, toes, feet. That loss of blood flow results in those areas becoming cold, with secondary loss of sensation. When you go inside and warm up, the blood flow slowly returns to those areas, and sensation and normal color return. So in a sense, yes, the nerves are "waking up", and this will cause the itching or pins & needles effect you're experiencing. Once those areas are back to normal temperature, the sensation will stop. This is very similar to the experience we all have of our foot or arm "going to sleep". If you're going to play outside in cold weather, be sure to wear layers of clothes, preferably insulated socks, good sound shoes, gloves,and have a hot drink (not alcohol) at hand to replenish body heat and keep you hydrated. Also, limit your time outside, because the experience you're describing, if not tended to, could lead to actual frostbite and non-repairable damage to the affected areas. This can lead to the need for surgery, possibly even amputation. Your feet, hands, nose and ears are the most sensitive areas, so make sure they're protected against the cold. Good luck.

It is the blood flowing back to your feet. The blood goes to your vital organs when you get cold. Then when your feet an finger get warm the blood goes back to them and make them itch.

they itch because blood is circulating. when it's cold, your blood vessels constrict, but after your body warms up more blood flows through.
