Aside from the ploitical opinions listed by the two at the top of the answers list, the official reasoning seems to be that the additional troops will be needed, while we shift battallions and divisions from where they were deployed (thus handing them over to Iraqi military and police control, further fulfilling the obligation for our withdrawal) to the new areas of contension, to cover for any vacuums of enforcement. Once the shifts are complete, the "surge" troops will probably deploy, allowing the more fatigued troops to return home. Then, as more police and military units come online, we can begin scaling back troop strength, sending combat troops, first, and assuring that properly trained military and police educators will be there to continue to provide the necessary guidance, after we finally pull out.
