There are several factors to getting rid of belly fat. Cardio is only one of them. The others being:
-Reducing calories. Burning more calories than you consume.
-Eating more protein
-Eating slow digesting carbs e.g.oats, brown rice

-Eating every 2-3 hours. This reduces cravings and the release of cortisol that inhibits the fat burning process.
-Weight training

Cardio is the best thing along with weight training and a proper diet. Muscle burns more carlories than fat so do light weight training. Sit ups build you ab muscle but you will not be able to see them until you burn the fat.

You could get liposuction, the problem is that insurance will not cover cosmetic surgery so you have to be willing to spend some cash. Sometimes diet and exercise will not get rid of all the belly fat and lipo is the only way to go.
