This question actually pertains to simple math:
27 floors, 37 offices each floor: 27 x 37 = 999.

Simple math tells me there are 999 offices. But I don't know about discrete structures.

depending on the country, might it be 26x37? (962)
A lot of western countries don't care much for having a 13th floor. and Korean buildings often skip a 4th floor, because the number for 4 (sa) has a connection to the chinese for death.
