increase your consumption of omega-3 fatty acids (eat more salmon, tuna, mackerel or sardines, more flax seed & whole grains). cut back on caffeine. take shorter showers in warm, not hot, water. take a bath in warm water once/week. moisturize after each shower/bath. use a good quality moisturizer - Aveeno is a terrific brand and you can get hypoallergenic formulas without fragrances or dyes. drinking lots of water can help, but will not prevent/cure dry skin, since dry skin really doesn't have anything to do with dehydration.

I'd recommend this daily moisturiser - http://www.rosacea-remedy.com/remedy.html I've always had very dry sensitive skin and have found it very difficult to find a moisturiser that does what I want it to do. I have wasted a small fortune on creams that either burn my dry skin, leave it too greasy, is rubbish to put make-up on, or just gives me loads of pimples! At last I found this one and it makes my skin feel really good and healthy and lasts all day long. :) I love it and recommend it to everyone.
You could also ask at cosmetics counters if they have any trialsizes for you to take home. They usually give them away free if you ask and explain that you have problem skin and don't want to waste money on creams that do nothing for you.
Good luck:)

Add oil to your bath. Add a tablespoon or so of almond, jojoba, olive, or hazelnut oil to your bath water after you’ve soaked for about 5 minutes. Avoid caffeine, smoking, and alcohol. for more tips go to care2.com
