Tell her how beautiful you think she is and that you want to see ALL of her and that if she takes off her clothes you will leave yours on.

Don't push her into something she's not ready for. I think that's what it is. She's not purposely playing with your emotions. She's doing what she's comfortable with at this time. If you love her, respect her feelings and wait until she is ready. It takes girls longer because to them it is a very emotional process. She may be worried about how you will react after going further. Even if you have the best intentions, you can't force a girl to move faster than she's ready without ending up with problems. Perhaps she's just satisfied with making out and does not wish to get involved in anything more, shall we say, advanced at this time, perhaps because she wishes to remain a virgin, or doesn't want to proceed further without some definite level of comittment, or is simply not comfortable going further at this time. Any of these are perfectly reasonble explainations for her behavior, which you are honorbound to accept, and not pressure her for more until she is ready.
If you really can't accept that, then you must conclude that your and her definitions of expected sexual activity are incompatible, break up with her, and start searching for someone more in tune to your philosophies.

Look, dont talk or ask anything. The next time you kiss or even before you kiss, GET HER AROUSED. Many girls get aroused in different ways. Like kiss all over her body and stuff and let your hands wander..........IF she doesnt let you procede any further then A) shes playn around or B) shes just a little afraid or have sumthin hideous on her body, lol. girls are self conscious of their body.. no matter how many times you tell her shes beautiful, I'm sure she has told herself 10X more that she is ugly. You need her to be comfortable in the environment. Make it all about her - don't expect it to happen all in one night..
