......he said his company could not install Dish TV because there is not a ground connection such as a meter pole or something like a "mobile home". I have a meter pole but my house is not a "mobile home". Why would the person decline installing the dish and service? Was this just an excuse to not want to do the work because it may have taken him longer than normal?

It is true that they need to connect the Dish to a ground. This can be as simple as a water pipe. Direct TV should have a ground as well. Call Dish again, maybe the next installer will be able to find a ground.
