When we moved into our new neighborhood the best welcoming gift we got was pretty simple, but took the person a bit of time to compile.
First, it was the names and addresses/phone numbers of all the neighbors - with their kids names written in too.
Second, a bunch of take out menus from a variety of restaurants in the area.
Third, a bunch of maps of the area - honestly, I really liked that.
Fourth was a bunch of brochures from a variety of places in the area - from a bowling alley, the car wash, the video store, the local parks, the town hall, etc.
Last, her old phone book. It takes a while to get a new phone book from the phone company, it took about four weeks for ours to arrive, so this was wonderful.
Might I also suggest a small gift card to the local home improvement center? They are bound to want to change something in their new home!

You could always see if your Chamber of Commerce has a Welcome Packet with helpful phone numbers, addresses, businesses, and hospitals. If you don't want to go to that much trouble, I like the idea of a gift card to a local restaurant.
I think it's great that you're making an effort to be a good neighbor. So few people do that these days. Good Luck!

You don't want to put them in an uncomfortable position. If you get them a plant they will feel obliged to have it on display incase you visit again, even if they hate it.
Wine is good too but alot of the time people in america are weird about alcohol.
I think a nice gesture would be a "move in kit" with all the stuff you need when you move in to a house. Light bulbs, air filters, paper towels, windex and maybe even a bundle of firewood.

When we moved into our new neighborhood, they left us coupons for some of the local businesses as well as a $5 gift certificate to one of the restaurants. We moved from just a mile away, so we already knew about all of these places, but I assume their intent was to inform us on some local entertainment. It was very nice of them, and much better than food.

A Plant... You can't go wrong with a plant. You need, however, to be aware of the cultural meaning of the plant.
Depending on the ethnic background and culture, some plants are considered neutral, some are desired and some are to be avoided.
And do not forget the wrapping......sometimes it creates the best impression
Oh....and do they have a pet? if they did, forget plant and buy a pet gadget....

The last time we moved we received a variety of cookies and sweets. We also received a couple cards the introduced our neighbors with each telling a little bit about themselves. I have to say I liked the cards the best.

A bottle of wine is nice. A plant or bouquet of flowers is also nice.
If you are creative and like gift baskets, you could put together a "welcome basket"- 2 mugs, tea bags, coffee, shortbread cookies, and the like.
When the warmer weather comes to stay, invite them over for a back yard bbq or cookout.

I think your best bet would be a welcome card with maybe 20 bucks in it, so they can spend it on what they want it. Or you could give them a gift card to a local shop or restraunt, since it would be their first time going there. I mean- what if you got them a candle or plant they were allergic to? That would'nt be too good... plus, not everyone likes candles or plants.

I like to bake bread and take it to new neighbors... but that's food.
Maybe a house plant? Although, if I were the recipient, I'd be afraid I'd offend when the poor thing died of exposure to my brownthumb...
Have you been in or seen in their home? Maybe something in the home decorating arena... a picture or some other doo-dad...
