Exactly so, which is why the expression exists! Oil destroys the surface tension of water, and inhibits the formation of spray. Because it floats and spreads thinly, a small amount of oil can calm quite a large area of water. This calming effect of oil on turbulent waters was known at least as far back as the ancient Greeks.

Yes, Surface tension of oil is strong than water and the oil will float on top so the waves will be smaller.
