Not alot you can do unless you take her from your sister. Just the fact that she doesn't wear panties isn't enough. They won't do anything because the child is not in danger. They may check into it if the child is wearing a skirt, but even that is doubtful.

Buy a really cute pair and tell her big girls like them to make them feel better. That could go wrong too, she may want to show people. Is your sis telling her to not wear them?
