Since it's been going on for years, it isn't an acute problem. It is a chronic problem.
Doctors who specialize in headaches will be able to help. (Not all doctors are helpful since there is still a stigma attached to headaches. -Many will say it's all in your head. So send him to a headach or pain relief clinic.)There are some good remedies out there. (e.g. nerve blocks, chiro treatment, acupuncture, vitamin regimes (B12 Riboflavin and Magnesium) etc etc)
Doctors will be able to help him by decreasing his pain and therefore increasing his quality of life.

There are lots of different kinds of headaches but he should see his GP to rule out underlying problems. Maybe there is a treatment that could help him e.g. drugs.
If the headache is of a psychological origin, then some form of psychotherapy could help him. He should not put up with constant pain.

I had horrible migraines until I started wearing my glasses constantly from the time I got up to the time I went to bed. The migraines vanished.
Get him to a doctor or at least an optometrist. If it's eyesight, glasses or contacts are a lot better than popping pills.

tell him to go to the drs asap my husband was suffering bad headaches he went to the dr who said it was stress -migranes-dydrating-all the usefull stuff but nothing helped him he asked for a mri scan that has shown he had a build up of fluid in the brain they treated that BUT he has got a brain tumar that has been diagnosed and is not treatable as its on the brain stem so plz get your brother to the drs
we are living a nightmare and i would not like somebody else being wrongly diagnosed

99.9% of headaches are caused by dehydration, I always used to get headaches but if you drink more water they stop!

tell him to see his gp it could be something easly fixed it could just be hes needing glasses...and tell him i said for him to go other wise ill smack his bum....lol
