You can get a nice archway or something and decorate it and have chairs on either side and a nice runner of some sorts leading up to the archway. You can get some nice paper wedding bells and some nice inexpensive flowers to put on tables. It really depends how much you want to spend.

I have been to wedding with a similar situation and it was very nice. They said their vows, using the Justice of the Peace to officiate, and had the reception in the same room. The "Ceremony" took only about 15 minutes and was set up in the center of the room with the tables and chairs spread out around the area. They had an arbor set up with white lights, ivy and tulle, but not so much that people couldn't see from all angles. And had some freestanding candleabras spread around to mark where they would walk up.
After the ceremony was over the center area where they said their vows was used as a dance floor. During the cake and champagne toast, a few guys moved the arch, etc, and then the reception was ready to roll.
I do agree with the other person who suggested having the "programs" already at each place setting. This will encourage guests to go ahead and have a seat at the tables for the ceremony.
Go to your local party supply store and pick up some colored napkins, in several of her colors, this will add a touch of color to her tables. You can get the plastic punch cups, yes I realize I said plastic, BUT they are available in the thick plastic at party stores. You can also purchase plates in the same hard thick plastic that resembles glass. However, I would check with the reception hall, they may have real dishes avaible for you to use, which is always better!
I would suggest simple but classy decorations. You can rent linen table cloths for fairly cheap, if the recetion hall doesn't have them available for your use. If you have magnolia tress available that you could clip some branches from, for the leaves, try that. Line the table with some leaves and some candles. Classic and elegant, but yet inexpensive at the same time! If you can find a florist or a party store that would rent you a few free standing tall plants/trees, throw some white lights in them and you get an elegant look.
If you don't have magnolia leaves available, just order rose petals in bulk, from your florist. Again, I do not suggest going fake on these, there is very little price difference in real and fake petals and it will make a big difference in the tone you set for the event. If you have several colors in mind, say spring colors, you can get the petals even cheaper than if you only want one color. You can order assorted petal colors, and this will add color to the tables as well.
I do not suggest using plastic table cloths, etc. I doesn't give a classy feel. It makes me think of a high school dance or something. Which, I imagine, is far from the elegant grown up look you and your mother are going for.

I recently got married and my plan B involved getting married in the hall (plan A was outdoors). We had an archway set up in the front corner of the hall (the same end as the head table). The plan was that we would take the chairs from the already set up tables and put them in rows where we had saved space for our dance floor, then move the head table out of the way and move the arch over to front and centre. We did end up getting married outside, however our guests loved having the arch in the hall as a place to take photos with us!

Most reception halls... have places to get married at least some do around me.....you could have the wedding outside. I would just pick a hall and talk to the people who own it or will be throwing it.

Just invite people for the marriage and reception of...they can sit at the banquet tables and if there is a dance floor area, that is where you should have the ceremony. You can place programs and favors at each guests seat. One possibility might be to purchase an archway or something to give the focus on the marriage, and then have it moved aside during the actual reception.

Book the reception hall and a justice of the peace who will perform the ceremony there. You will probably want an arbor or some sort of special spot set up for the ceremony and make sure there are enough tables and chairs to accomodate all your guests.

Even though she doesn't want a church wedding, this still calls for a celebration! Ask her for her favorite color(s). Then cover the tables (assuming they're cafeteria-style, say 6'X3') with white plastic table covers. Then cover the tops of these in clear cellophane in her favorite color(s). Finally, sprinkle some metallic confetti down the center of each table, and finish off with a fish-bowl candle holder, filled half full of colored gravel, with a tea-light on top. This decor will work just as well with round or square tables, you just might have trouble finding plastic (throw-away) tablecloths.

Just so you know, if you set up an arch, which is a great way to create the right look and feel, Hobby Lobby has some really nice ones you can rent. The nicest one they have is only $50 to rent. I'm not sure about all the logistics, yet, but I plan on doing this for mine. Hope this helps...

We attended a wedding like this recently. The hall was decorated with Tulle, wildflowers on the tables and cute "heart" seed favors which can be planted were gifts to the guests.

well make it suprise for her.. but talk to the hall person and set something up and if that doesnt work just have a little backyard or somewhere where it nice outside and have a small wedding there!!
