He might be a nice guy and doesn't want to scare you. Also he might be doing this as he doesn't want to rush anything. You don't say how long you and he have been an item. So are you and he an item? He may NOT be seeing you just for the romance, maybe he actually likes you and wants to get to know you first. I iwsh you the best.

It really depends on the scenario. Nice guys don't go around and start kissing girls they think are falling for them. Give some clear signs first, such as giving him numbers and telling him when you are free. Maybe you will kiss walking back from a movie or a restaurant. Be more detailed next time you ask a question. It's hard to answer...
