Birth and marriage certificates from Parish registers in the 17th century seem to be in English and Latin. Where's the best place to go locally (I'm not in London) to get help on deciphering the words- some of which look abbreviated

If there is a local university with a language or history department they should be able to help you. They might even be interested in a joint research project and publication. If the documents come from churches the local vicar or bishop might be able to decipher at least some of it.

Try going to the local university or museum. Start with the History department.

TRY your local museum they will have someone of a contact if not.
