Great question, this is so common.
I think on the first approach girls are very wary that a guy may not be sincere and is just playing a game or having a bet or something, so they dont want to be made to look a fool. Especially if you look OK and are not a geek or weirdo, I think even the prettiest girls have self-esteem issues, they think they are not worthy.
I frequently had this experience when single, like a girl I'm trying to get to notice me for weeks in the same bar or club wont even look at me when shes 6 inches away. But then she gets to hear that I like her and all of a sudden within days shes madly in love with me, yet she didnt even know I existed previously!!

some girls doit because they don't ant to get hurt and they could of heard something about you. or, they might not want a boyfriend and they are afraid you'll ask them out. ...but most likely they are playing hard to get

Either they're shy, or have a bf and can't act like they like you, they want to play with you, etc. Who knows why us girls do what we do.
