We cross the border several times a month, usually for only a few hours, and generally have merchandise totalling $50-100 (two people) and have never been called inside for it. That is just our experience. (Our trips across the border are not shopping trips though).

You can bring as much as you want, you just have to pay taxes and duties on it. The personal exemption is $50 for over 24 hours and only if you have purchased less $50 or less of goods. So if you bring back $55 worth of stuff you get no exemption.
If you are gone less than 24 hours, no exemption either. I 'm sure if you bring next to nothing back they wont bother with you, but you don't have an exemption.

you are only allowed 20 canadian dollars if you are staying less than a day. 50 for 1 night. 200 for 2 nights. and you have to produce receipts of hotels. once you go over you are taxed on the total of your goods. depending on the province you are from the tax is different. i am from sk. and we only pay 6%. if you are from nb you have to pay 14%. all food items don't count as money spent. you can only bring alcohol if you stay 2 nights. i usually only buy clothing so that is only tax. but some items you have to pay duty on. if your goods say made in usa/canada you do not have to pay tax (free trade rules) but everything is made in china!! enjoy your shopping!!!

Before you leave you should check with Canada Custom they will tell you or go to the passport office and get a booklet.
