Why laminated pg certificate issued by prestigeous I I T being torn ( laminated back side ) for attestation?

The laminated back side with secret code is torn by HRD and embassy for attesation thereby destroying the originality of the prestigeous certificate ..Is it proper as the certificate is issued the prestigeous institution and signed by the highest authority...?

Because they have to attest original document. Attestation on lamination is not possible / permisble. Ministry of HRD is also prestigeous institution / higher authority. All is done in your favour.
