i do not have the exact scripture in front of me but i know the Bible states that we should rejoice when a Believer dies because they are free from this wicked earth and to weep when a child is born in to it. using that formula i can say that it appears that leaving the scum here is a form of punishment and releasing a good person from the burden that is humanity is a good thing.
also we are put through hardships and losses to learn and be better people.

So are you the scum of th earth then?? God does not let anyone die. When our time is up that is it. Some might die because of another action but that is free will at work.

I believe God has a set time for each of us to die because he has certain things for us to do with our lives. Once we are done we move on to the afterlife. Just know that nobody ever gets away with anything though. He lets the "scum" live so they can have a chance to repent and get saved but if they don't God always pays them back for the wrong they have done.

This is probably a personal point of view. The dead have completed their sufferings, doings of good and their transgressions. They pass into a legendary realm, where those who are left can only remember them as their own idealized (or demonized) images. You probably idealize those who are gone and since the living still have the potential to muck things up royally, you think of them in less complimentary terms. You probably have a distorted view of both the living and the dead if you really believe your own statement. In the end, we all die, saints and scum.

Death is a natural process that will eventually get all of us. Some sooner than others. As far as allowing the scum of the earth to survive when a wonderful person dies, I think the answer to that is this:

The wonderful person has someone wonderful like you in their life. They are loved. Because of that, your grief is felt very deeply.

The scum of the earth as you put it probably don't have someone that loves them (other than God)

thats not true. Maybe because there is violent groups and stupid and retarded leaderships, but there is many great people out there that wants there voice heard, but cannot get it heard. In Islam, there is minor signs of the day of judgement, and on of them is that the ignorant will be left to rule the earth, something seen today

Cause the best people are usually men of action, they would put themselves in the line of fire and not sit idly by if injustice or evil need to be eradicated, ... whereas the scum usually hides and seek protection.

That's life for you. God does't care what we do anymore. He's up there laughing his *** off because we are being so stupid. It's not a bad thing I mean if I was God and seen all this going on; war over nothing, genocide, people killing people over a ps3, I would look down and laugh. He's just waiting for our end of time.
