a dog should not have shots when he is sick
however you need to have the kennel cough treated asap so it does not turn into pnemonia
So go to your vet and get that treated right away first

I'm very sorry to hear about your problems. May I ask if the shelter gave you any paperwork on the puppy? If you paid an adoption fee, it should have covered the spay/neuter and shots. All shelters give rabies and most give the DHLPP and the Bordatella. Among other things, the DHLPP is a parvo preventative. The Bordatella prevents kennel cough. It's a really cheap medication that is insanely easy to administer. Shelters use it because they house so many animals that are constantly changing. All boarding facilities require a Bordatella to prevent the animals from getting sick. Also, every shelter I've ever been to gives a deworming medicine to every animal that comes through. They don't even bother to test. They just give the medicine. If your shelter supposedly covered all this and your puppy still got sick, you may actually have a case against them. At the very least, someone needs to look into a shelter that will adopt out animals that are sick.

get the dogs treated for cough. The vet will say it is ok for dog to have shot. Do not let them give it to the puppy. You can keep the puppy inside an it will be fine until later for shot.

Get him in for the cough and ask your vet about the shots. If your older dog started the cough, bring him in too!

Both of your dogs probably have Kennel Cough and need antibiotics. It is very contagous, so try to determine how the contracted it as well. Shots for puppy will have to wait until
the antibiotics are finished.

Take him in for the cough and ask the vet. If he has kennel cough, it is just a round of antibiotics. He will be fine.

You should limit contact with other dogs until your pup has gotten ALL of its shots. Your pup may have picked up kennel cough from another dog if it has come into contact with other dogs.Let the vet have a look please. Good luck
