Personally, I'd take any of the Marlins you mentioned over the Mossberg. After that, it comes down to what you prefer. If you like the looks and don't mind reloading a detachable magazine, the 795 is a good inexpensive gun. Tubular magazines under the barrel are easier to load, so then you'd have to decide whether you'd rather have a bolt action (981T) or semi-auto (60). Since they're priced within $50.00 of each other I guess that's really not much of an issue.
You'll have to decide which action and magazine you'd prefer and buy accordingly.
Ballpark pricing:
Model 795 $130
Model 60 $150
Model 981T $175

Myself? I'd go with the stainless steel laminated stocked Model 60SS. I just like the looks of them. But it's not going to shoot any better than the blued plain wood stocked Model 60 that's $75 less expensive.
Beauty is in the eye of the beholder. I don't think there's really a "wrong" choice with any of the guns you've mentioned.

I like the Model 60 so much I now own 4 of them in various ages and configurations. It's the biggest "bang-for-your-buck" going in .22 semi-autos.

I have a Model 70 also which is the predecessor to the 795 and I hate the little magazines....the tube style magazine on the Model 60 is much easier to deal with and you get more shots. Now if someone made a 25 round mag for the Marlin 70/795, I'd pick that model in a flash but I'm pretty sure they don't.

The Ruger 10/22 is a great gun but expect spending another $200 to get it to shoot well......that's $400 I just don't have for a .22.

If you live anywhere where it's wet and damp, take bferg's advice and spend a little extra for the stainless. It not only looks great but it's less prone to rusting than the blue model.

I bought a used model 60 for $90 it is in very good condition and since it is a 1972 model, it isn't as cheap on the inside as some newer ones and it has an 18 round tube mag. I really like it. I haven't shot the other ones, but looking at the 795, I see that it looks almost the exact same as the model 60 except for the magazine differences. If you could buy an extended magazine to get the same capacity as the model 60, then I would say it is a toss up. I can't give a definitive answer as to which is the best...but I can say that you won't be disappointed with the model 60. It isn't the most popular 22 rifle in the world for nothing.

I have owned 2 Marlin Model 60 .22lr caliber rifles. The first was lost to a divorce. The second I will keep until I die or pass it on to a family member and I buy another. They work great and are great for teaching kids to shoot and to squirrel hunt with.

The Ruger 10/22 is a good choice as well.

I have a Mossberg Plinkster and it's a fun gun to shoot. Very lightweight and has good sights. Easy for a younger person to carry and shoot. It sold for $160 at Dick's Sporting Goods, but I bought it the day after Thanksgiving for $80 (half-price sale).

I would say that Marlin generally makes better rifles, but I like my Plinkster.
